Khanty-Mansiysk Branch

Once upon a time, a very young AVTOBAN company had a daring project: to create an engineering enterprise, the specialization of which would be industrial and civil construction. 17 years have passed since then, the project has not only proved its right to exist, but demonstrates its success in solving the assigned tasks, and moves forward with its head held high.

The Khanty-Mansiysk Branch (hereinafter referred to as the Branch) was established on March 21, 2002. There was only one thing behind this – the great desire of Alexey Vladimirovich Andreev, Director General of AVTOBAN, to start work in the Khanty-Mansi District in all areas of construction. At that time, all the Company facilities in its road construction part were concentrated in this region, and the joining of the general construction sector to them was quite a logical continuation.
The first project executed by the Branch was the building of the head office of the Yugoria insurance company in Khanty-Mansiysk, which was commissioned in 2003, and thus laid the foundation for the Branch’s activities.
The branch started to take part in tenders, and in 2004 it won a tender to construct a boarding school for 250 pupils in the village of Sytomino, Surgut district. The facility is pretty remote from both Surgut and Khanty-Mansiysk. The project was completed in two years. During the boarding school construction, a fish processing plant was built in the area. In 2007, the Branch won a tender to construct a boarding school for 475 pupils in the village of Russkinskaya, and the project of Museum of Nature and Man was also launched in the area. Simultaneously, an elementary comprehensive school for 200 pupils was being built in Gornopravdinsk. All the facilities are distant from one another and located in different parts of the region. A boarding school is one of the most complex projects as there are strict requirements and a lot of construction process aspects. This is because children stay at a regular school for a day, while at a boarding school, they stay for 24 hours 365 days a year, and many issues shall be addressed. In 2009, an economic crisis broke out, and AVTOBAN had to finish the project in the village of Russinskaya using its own resources of about RUB 140 million. The Company eventually got compensation, but the most important thing at the time was to properly complete the works and commission the project.
In addition to the school, the Khanty-Mansiysk Branch has built two residential permanent buildings in Gornopravdinsk, 24 apartments each. In 2011, the Company was one of the first in the region to implement public-private partnership projects as part of the target program ‘New Schools of Yugra in 2010-2013’ in the Khanty-Mansi Autonomous District. Under the Program, daycare centers were to be built at the first stage, with schools to be built at the second stage. AVTOBAN was the first company to conclude a partnership agreement with the regional government that stipulated financial obligations, interest rate compensation, etc. In 2011, three daycare center projects were launched in Pyt-Yakh, Megion, and Gornopravdinsk. Moreover, the Company decided to engage in housing development and join the regional program on relocation of people from dilapidated and hazardous housing.

Over the time the Branch was engaged, 35 projects for different purposes were completed including residential houses, an office building, a museum, a fish processing plant, water supply and heat supply networks, a Sports Complex with an Ice Rink in Megion. The total area of the completed projects is over 189,579 sq. m.: 20 apartment houses with covering 109,632 sq. m., seven daycare centers for 1,850 children, three schools for 925 pupils. Currently, the branch is engaged in five projects:

- School and daycare center complex for 550 children (30 schoolchildren/220 preschool children) in the 1st microdistrict Tsentralny in Pyt-Yakh;
- Daycare center with a swimming pool for 300 children in the village of Solnechny, Surgut district;
- School for 300 pupils in the village of Vysoky, a secondary comprehensive school in Beloyarsky;
- Sports center with a universal arena and flatwork sports facilities in Megion;

- School for 300 pupils in the village of Vysoky (Svoboda Street) (Comprehensive educational institution with a universal barrier-free environment). To this date, the concession agreement has been concluded on funding, design, construction and operation of the educational facility ‘Comprehensive school for 1,125 pupils in block # 25 in Nizhnevartovsk (Comprehensive educational institution with a universal barrier-free environment)’. The project implementation time includes the investment stage of 2019-2022 and operation stage of 2022-2026.
The company came forward with legislative initiatives on multiple occasions regarding the regional development and achievement of the key goal of improving the quality of life. The Khanty-Mansiysk Branch under Sergey Alexeev eagerly contributes to community projects in the Khanty-Mansi Autonomous District-Yugra.
