The 3rd start-up complex of the Central Ring Road will connect the new Moscow — St. Petersburg high-speed highway and M-7 Volga highway and will pass through the Solnechnogorsk, Dmitrovsky, Pushkinsky, Shchelkovsky, Noginsky districts and the Chernogolovka urban district.

The project is being implemented in accordance with the concession agreement for construction and toll operation, signed by the Russian Highways State Company and Avtodorozhnaya Stroitelnaya Korporatsiya, LLC (a special design company established by DSK AVTOBAN, JSC to implement CRR-3 project).

The term of the concession agreement is until 2045.
